Shimla: Policemen Publicly Humiliate Labourers Including a Minor, Line Attached as SP Orders Inquiry
Shimla-The Himachal Pradesh Police is among the corona warriors fighting at the front of the war against the coronavirus pandemic, which is only getting deadlier with each passing day. With maintaining law and order, the department now has a huge additional responsibility to ensure implementation of Covid appropriate behaviour, like wearing masks and social distancing. Then the department has the responsibility to ensure the implementation of lockdown guidelines. Several instances have come to light where police came ahead to help patients and the needy. There is hardly any reason to doubt the dutifulness of the department.
But an incident in the Shimla district has brought embarrassment for the Department, especially the Shimla Police. On Monday evening, near Timber house in the city, some policemen made eight to ten labourers, including a minor, bend down in what’s known in India as ‘Murga Position’ on a construction site in the public view. This particular punishment where a person is supposed to emulate a murgha or chicken is a stress position in which the subject is made to bend forward waist down holding their ears from between the legs. The Murga punishment was used to be a common practice in schools as part of corporal punishment.
These scenes were also witnessed during the lockdowns and curfews where people not following Covid or lockdown guidelines were punished by police as disciplinary action.
However, in the current incident, the case was related to a lost mobile phone. A construction contractor reportedly lost his mobile and he suspected that one of the labourers might have taken it. He calls the police. A rowdy policeman heading the team forgot to consider the human rights and the right to dignified life bestowed upon the people by the constitution. Adopting extra-legal measures, the police personnel made all labourers bend down in murga position and remain that way till he didn’t notice a mediaperson recording it.
As seen in the video and reported by the mediperson, the official was seen showing the same rowdy attitude while warning to stop recording.
On social media, the people argued as to how a police official could humiliate any individual in public view just because someone suspected or labelled allegations against him/her. The people also questioned whether the police would have taken the same approach if these individuals weren’t labourers and belonged to economically higher strata having their own vehicles and white-collar jobs or influential positions. They also questioned whether the law sanctions any such powers to police where questioning is undertaken the way this police official did.
Speaking legally, irrespective of the violation, even accused persons have immunity against public humiliation by police or anyone. The law has its own course and it must be followed.
The people questioned as to how could a police officer trample upon the right to a dignified life of these labourers so easily, especially, when this section of society is already facing the brunt of the lockdowns and curfews in wake of the pandemic.
Fortunately, the Superintendent of Police, Mohit Chawla, seemed to be sensitive enough to take cognizance of this grieve incident. He line attached three police officials right after the video started circulating on social media, attracting criticism. He also ordered an inquiry into the case and assured that action would be taken based on the findings of the inquiry. The SP also said that under his watch, he would never tolerate such unprofessionalism in the police..
Shimla-In yet another instance, two private bus operators in Shimla city were seen creating a nuisance for the public by jamming the traffic. A reader clicked some pictures at the BCS bust stop in Shimla city on February 19, 2022, at about 8 PM and shared them with us. The reader alleged that two private bus operators, namely ‘Komal’ and ‘Chadda’, indulged in a verbal spat, most probably over their schedule. While the drivers argued, one of the buses remained parked in the middle of the road, choking the traffic. The staff of these two buses indulged in a verbal spat for about 5-10 minutes during which the general public faced a huge inconvenience. The reader has requested the Traffic Police Shimla to take action against such operators and discourage them from adopting such a bullying attitude that they don’t even hesitate to block the entire road.

Sundernagar-Many people visit the Sundernagar lake in Mandi district and litter along the road. Winds carry all those packets and plastic bottles into the lake. This practice of littering is unlawful because it costs millions in clean-up projects. It portrays a bad picture of an area. Littering is a huge threat to the aquatic life too. In my view, the solution is awareness, responsibility, sensibility and concern for nature. We as a society need to play a big role. At least, dustbins should be installed along the lake. Otherwise, the negligence in the present will affect us in near future.

The 70:30 Percent (%) Global – Domestic revenue stream of Netgen has prepared the company to expand both its export and domestic service portfolios, said Rajneesh.
