[Update] MC Shimla’s Jugaad formula for Footpaths
Our readers and MC Shimla might be wondering why most of the time, Himachal Watcher is targeting MC. However, we couldn’t help it as most of the constructions work for public use and it’s maintenance like, rain shelters, parapets, sanitation system, and foothpath etc. has been assigned to MC, Shimla, and a great number of them are in pathetic conditions. It has been like this for so many years and citizens no more see these as uncompleted tasks on the part of MC, especially the government in the power, who had promised development in the state.
Have a look at the provision of Footpath for citizens and how carelessly it has been kept devoid of proper maintenance. These pictures are mostly cover foothpath starting from railway station Shimla to H.P. High Court. It’s humorous to see that at many spots there is no space to walk on the footpath because either it’s damaged badly or incomplete at other points. It might not jolt others, but the intellectual section might wonder on the attitude of MC and the citizens. Rich have cars, pedestrians are busy in the struggle of survival and it creates perfect opportunity for government departments to ignore their duties and ensure the money granted for public welfare is saved in private pockets.
Even if someone notice the fault and makes a complaint, MC would apply very popular formula invented in India “ Jugaad”. Footpaths are unsafe to walk due to these Jugaads and hence pedestrian are forced to walk on the road even at many dangerous spots. Even if someone dies in a road accident at these spots, no one will bother to avert it in the future as it’s being done in the case of the accidents causing due to the absence of parapets and railings.
Along with MC Shimla, HW requests all the citizens to change their attitude and open their eyes to these faults they had accepted as a part of our system. It’ll be in vain to criticize government or it’s departments for not being responsible if the public doesn’t want reforms and keep repressing the grievances.
Update On Complaint:
The estimate for the repair of footpath has been prepared Rs.448963/ and has been sent vide this office letter No AE-1/Estimate /2012-635 dated 4/7/20-12 .The work will be taken in hand after the approval of complent authority.
