To curb illegal mining in Himachal, Govt. issues fresh instructions to DCs, HPPWD,  Forest Deptt


SHIMLA- After Himachal Pradesh High Court took ‘suo moto cognizance’ of transfer orders passed by the state government to allegedly remove some officials for taking action against mafia indulged in illegal mining, the government has been compelled to show off  at least some signs of its efforts to curb this practice. Transfer of ASP Baddi after he took action against Doon MLA Ram Kumar’s wife for illegally transporting quarry material without any permission (M-form) and transfer of DC Una had made headlines in media, and has attracted widespread criticism from public for patronage of government to mining mafia.

Now, State government has issued fresh instructions to all the Deputy Commissioners of the State to convene monthly meetings of all the concerned officers to review the action taken by them against illegal mining.

Disclosing this, a Spokesman of the State Government said the Deputy Commissioners are directed to constitute committees of HPPWD, Revenue and Forest Officials, since most of the routes leading to the river beds have been carved out illegally on the Forest land/ Government land and the mineral so extracted is being stacked on the acquired width of the PWD roads.

Deputy Commissioners is also advised to ensure surprise inspections to see no diesel generated sets are used illegally by crusher owners.

Accordingly, Deputy Commissioners have also been directed to ask the H.P.S.E.B.L officials to ensure that metering of the crusher units be done at the level of transformers/ sub-stations to eliminate the possibilities of theft of electricity.


State Government spokesperson further informed, to decentralize the powers under the Mining Acts to take cognizance of illegal mining activities, the Government has delegated powers to 39 numbers of Officers/ Officials of different categories of various departments like Revenue, HPPWD,   I & PH, Industries, BDOs, RTOs etc.

Also a Sub Divisional level Flying Squad under the chairmanship of concerned SDM, with DSP and ACF as its members has also been constituted to conduct raids against illegal mining.
