Audio Clip: After allegedly assaulting on-duty IFS Officer, now Himachal Congress MLA heard abusing, threatening senior doctor
SHIMLA- Bumber Thakur, a notorious Congress legislator from district Bilaspur, who had allegedly assaulted an on duty IFS Officer (DFO) in Bilaspur recently, has now allegedly abused and threatened a senior doctor at Regional Hospital Bilaspur. The doctor community protested against it and held a press conference in which Doctor Jasbir Singh also released an audio recording of the phone call from the MLA. In the alleged audio clip, the MLA can be heard insulting the doctor by using inappropriate language and showing utter disrespect to guidelines under given under law.
Dr. Jasbir Singh, an orthopedic specialist, told Himachal Watcher that, on Wednesday, he received a call from the legislator who asked him to issue a certificate of 80 percent disability to a particular person. The disabled person had lost his leg below the knee and was eligible for a certificate identifying only 60 percent disability as per lawful provisions. However, when the doctor explained the guidelines of the Ministry of Social Justice and the court regarding issuance of disability certificate and parameters for various categories, the legislator was agitated and even heard challenging the court saying “What Guidelines?”
The Audio Recording of Phone Call Released by the Doctor
In the released audio clip, the MLA is heard threatening the doctor with transfer to some remote region like Keylong as punishment for not yielding to his wish by ignoring the constitutional provision and court guidelines regarding identification of disabled person to issue him an unlawful certificate showing maximum disability. The MLA is also heard using abusive words and threatening the doctor with fake charges of misbehavior with patients.
However, the doctor didn’t yield to this threat and submitted a written complaint reporting this misbehavior and threats from the Congress MLA to the Chief Minister Virbhadra Singh along with the Chief Medical Officer, Director and Secretary of health department. The Medical Officer Association of Bilaspur has also condemned this incident and has asked for written apology to prevent any further action.
The Regional Hospital of Bilaspur is already reeling under staff shortage and recently two doctors had resigned after they received similar threats from junior staff. The doctors do not want to serve in the region due to alleged interference of the local politicians, their relatives and elected legislators such as Bumber Thakur. Patients are facing huge trouble due to lack of doctors and are forced to travel to Shimla to reach Indira Gandhi Medical College and Hospital for treatment. However, the Congress government hasn’t taken any notice of these incidents and seems to have given full liberty to its MLAs to misuse their power and influence.
Previous Cases and Allegation Against Bumber Thakur
Mr. Bumber Thakur was elected to the State Legislative Assembly for the first time in December, 2012. His profile shows that he has three criminal cases against him registered under IPC Sections Section 353 (charges related to Assault or criminal force to deter public servant from discharge of his duty), Section 341 (charges related to wrongful restraint), Section 504 (charges related to Intentional insult with intent to provoke breach of the peace) and two charges under Section 506 (charges related to criminal intimidation). He was one of the 44 MLAs that were mentioned in a list of Himachal’s legislator who became crorepatis.Bumber Thakur had reported the highest percentage increase in assets of 7463%, from Rs 1.35 lakh in 2007 to Rs 1.02 crore in 2012.
The Congress Legislator has been reported of creating anarchy in district Bilaspur on various occasions. Last month, the DFO Bilaspur was allegedly assaulted by Bumber Thakur when stopped from constructing illegal road. However, the police reportedly didn’t an file FIR. When the DFO protested and sought action against the MLA, Bambar Thakur explained that the IFS officer was beaten because he had sexually harassed a village woman.
In August 2016, State Administrative Tribunal had canceled a transfer order made on recommendation of Bumber Thakur. Thakur had reportedly made five attempts to get Amrit Mahajan, a science supervisor in the Office of Deputy. Director of Primary Education Bilaspur, transferred out of Bilaspur district. In failing to do so, he targeted his wife, who is a teacher. Thakur tried to get her transferred to Chamba but was deterred by the orders of the Himachal Pradesh High Court.
BJP had also protested against the alleged Gundagardi of the Congress MLA and his involvement in illegal affairs. BJP had remarked in its chargsheet that the wife of Mr. Thakur is a staff nurse at the Regional Hospital Bilaspur and misuses influence of her husband to terrorize senior staff. The MLA has also been alleged of patronizing illegal mining mafia and interfering in the affairs of the company given contracts of four-lane project.
The Congress legislator was also alleged of misbehavior with female RTO, stoning the house of Chief Medical Officer, and assault on an ex-serviceman.
It’s disheartening that illiterate politicians create unnecessary and unlawful interference in discharge of duties by bureaucrats, government employees, and even senior doctors. These official face criticism from the public for not discharging their duty properly without realizing their irony and interference of politicians and elected legislators. The way dignity of officials is violated by such ministers is suggestive of ethical corruption prevailing the ruling party. The State High Court and Ministry of Social Justice must take cognizance of it and ensure action to instill faith in said victim for law and order.
