Shimla MC Elections 2019: BJP’s Satya Kaundal Elected New Mayor, Shailender Deputy Mayor

Shimla Mayor and Deputy Mayor 2019 elections

Shimla- The elections  to the post of Mayor and Deputy Mayor, Municipal Corporation, Shimla, were held on December 18, 2019. Bharatiya Janata Party’s Satya Kaundal and Shailender Chauhan were elected as the new Mayor and Deputy Mayor respectively.

Total 32 Councillors participated in the election out of total 34. One independent and one CPIM Councillor boycott the election. BJP ensured an easy win with a difference of 21-11 votes. 

While Satya, two-time BJP Councillor from Sanjauli, defeated Congress candidate Rakesh Chauhan, Shailender, two-time Councillorf from Mashobra, defeated Shushma Kuthial. No cross-voting was reported, which paved the way for BJP’s win.

The election was postponed earlier on December 17 due to lack of quorum.

The new Mayor and Deputy Mayor later took an oath at Bhachat Bhawan.

Thereafter, the Mayor and Deputy Mayor called on the Chief Minister at his official residence Oak Over.Chief Minister Jai Ram Thakur, while congratulating the newly elected Mayor Satya Kaundal and Deputy Mayor Shailendra Chauhan, said that all the councillors should work with commitment and dedication to keep the old glory of Shimla town intact. 

Chief Minister said that Shimla Municipal Corporation was one of the oldest municipalities of the Country and has its glorious history. He said that the top most priority of Municipal Corporation should be to keep the town neat and clean. He said that efforts should be made to keep the city polythene free. He said that all councillors should work unitedly for the cause of the city.

Bilaspur-Planted Explosive Blows Off Cow’s Jaw, Police Nabs Accused After Public Outrage Over Video on Social Media

Bilaspur– A pregnant cow in DaJhanduta constituency of Bilaspur District had her jaw blown off after she reportedly ate wheat-flour balls filled with some kind of explosive. A disturbing video showing the cow with her badly injured jaws went viral. In this video, the owner of the cow, Gurdayal Singh is alleging his neighbour of feeding explosive-laden wheat flour to the cow.

However, local sources also said that farmers often practice placing eatables filled with crackers/explosive to keep the wild animals away from their crops. Forest officials also suggested that poachers also lay such such traps to hunt wild animals like wild boars, but often livestock also fell victim to it.

This incident took place on May 25 and an FIR was also lodged regarding the same on May 26 on the complaint of Chander Shekhar, Up-Pradhan of Dahad panchayat , 2020. In his complaint, he stated that the owner of the cow Gurdial Singh informed him that his pregnant cow was grazing in the field when he heard an explosion. Upon reaching the explosion site, he found that the facial jaw of the cow was injured due to explosion. The pregnant cow was provided medical aid and later she delivered a baby calf.

According to the owner, no action was taken since the filing of the complaint,  and it was today that the accused Nand Lal was arrested after the video sparked a public outrage on social media. This raises a serious question over the working of police.

The Deputy Superintendent of Police, Bilaspur, Sanjay Sharma, also reached the spot. He said statements of some people have been taken and samples were also collected from the spot for forensic testing. He said a case under IPC 286 ( Negligent conduct with respect to explosive substance), Section 11 ( Prevention of Cruelty to Animal Act)  and IPC 429 (Mischief by killing or maiming cattle, etc) was registered and an investigation was in progress.

The video was posted on social media but it only gained attention when the case related to the death of a pregnant elephant in Kerala after she was allegedly fed pineapple filled with firecrackers. The case of the elephant is drawing criticism from across the nation.

Now, the appearance of a similar case in Himachal Pradesh has shaken the State. As the case relates to a cow, the incident has created a sensitive situation as ‘Gau Raksha’ has been a major agenda for the ruling government supported by right-wing organizations. Chief Minister Jairam Thakur had to release a statement in which he assured that action would be taken against whoever would be found guilty.

Shimla- Multi-Storey Building Collapses, Locals, Ward Councillor Allege Improper Construction as Reason (Pics)

Shimla– A five-storey building in Shimla’s Kasmupti area collapsed on June 6, 2020, between 10:30 AM to 11:00 AM. No person was present inside the building when it collapsed, thus, no loss of life was reported. However, the building collapsed completely and also damaged its adjoining buildings and several trees.

While initially, the collapse was said to have been triggered by consistent rains during this entire week, locals and the Ward Councillor alleged that improper construction was the reason for its collapse.

The Ward Councillor said the cause of the collapse was not rains. She said the pillars and foundations of the building were weak which led to its collapse. 

The officials of the district administration, police, and fire services had reached the spot and were assessing the damage. The cause of the collapse was yet to be ascertained.

SDM Shimla (Urban) told media that the first priority is to remove the debris and then assess the damage. On improper construction, she said action would be taken against those who would be found guilty.

As per the initial information available, the building was owned by a businessman identified as Ajay Sood buy one of the persons who had bought a flat in this building.

This buyer told the media that he had bought a flat in 2010 from Ajay Sood. He alleged that the work of the building was not satisfactory and he had even filed suits against Ajay Sood for not keeping his words. More details are still awaited.

Further, the Meteorological Department had issued orange alert from June 5 and 6. Heavy rains have led to the collapse of retaining walls in some other areas too. The monsoon is yet to approach the State.

Alleged Ventilator Scam: FIR Registered Against Persons Who Made Accusations

Shimla-In the cases related to alleged scam in purchase of ventilators by the Himachal Pradesh Government, an FIR has been registered against those persons who made this complaint, informed a spokesperson of the state Government on July 5, 2020.

The Spokesperson said the persons are trying to malign the image of H.P. State Electronics Development Corporation (HPSEDC), alleging that substandard and low-cost ventilators were purchased by the Corporation at Rs. 10,29,840 per unit whereas actual price of ventilators was Rs. 3,50,000 in private sector.

The Spokesperson said that no such purchase of ventilators was made by the HPSEDC.  The Government has termed it a conspiracy and said action would be taken against persons involved in it.

He said that various committees were constituted for purchase of the ventilators at level of Directorate of Health Services. Before purchase of the ventilators rates and standards of ventilators were studied on GeM Portal.

Besides this, the committee also studied the process of purchase of ventilators adopted by other states. He said that the ventilators were purchased keeping the rate and technical standards into consideration and full transparency has been adopted in purchase of the ventilators.

Earlier, the Health and Family Welfare Department, Himachal Pradesh Government, on June 2, had issued a clarification regarding alleged irregularities in purchase of ventilators in the wake of coronavirus pandemic.

After a news report appeared in the section of media based on a complaint of alleged irregularities in purchase of ventilators by the Health Department, a report with all documents was sought from the Director Health Services in this regard, the Government had stated in this clarification.
