Over 300 candidates appearing for HPPSC Examination forced to sit on the mats (Video)
Candidates used pieces of old Cardboard to place the OMR answer sheets
The Secretary, HPPSC switched off his cell phone, while SDM and Tehsildar denied the responsibility for the mismanagement
A candidate from Shimla, who approached the allotted center to take the examination for PGT (Computer Science) conducted by HPPSC on 5 of August, was stunned as the center, Senior Secondary School, did not even has benches or desks to sit on and they took the examination by sitting on the mats and used some old cardboard pieces to place the OMR sheets. The Himachal Pradesh Government that keeps on boasting of the numerous awards it has received at national level for commendable work in the field of education, has a real reason for introspection. The recently conducted shortlisting examination for the post of PGT (Computer Science) creates a reason for introspection. This examination, conducted by the Himachal Pradesh Public Service Commission (HPPSC), was held on 5th August 2012, Sunday, at Govt. Senior Secondary School, Kandaghat as the examination center. With approximately 300 students allotted the center at GSSS Kandaghat, the HPPSC did not even bother to check whether this school consisted the required infrastructure to conduct the exam or not.
The candidates, who appeared in the examination, were made to sit on the floor as if they were not appearing for a commission examination, but were sitting in some community longer to have food. This is the condition when each of the candidates spent an amount of Rs. 250/- as the registration fee to fill up the PGT (Computer Science) form.

When this issue was brought to the notice of local administration, the SDM (Sub-Divisional Magistrate) and the Tehsildar came for the spot visit but did not own up the responsibility of the negligence on their part. The Secretary, HPPSC remained ignorant to the situation by having switched off his cell phone so that no one was able to contact him. The pictures and the video clips easily depict how the candidates were sitting on the floor in this examination.
A NEWS 24 local reporter visited the spot, interviewed the people, the SDM and the Tehsildar, but the news footage was never shown on the NEWS 24 News Channel. May be the news of Katrina and Salman working together in their new film EK THA TIGER, was much more important news to be relayed nationally rather than the plight of the candidates who had to sit on the floor to appear for a commission examination.
The worst part was that the candidates had to mark the answers by circling the options in the OMR sheet. Now how would it have been possible for them to do so without a cardboard or a table to keep the OMR Response sheet on. As I was present at the place with my father, we had some cardboard boxes in our vehicle which we distributed among the candidates to keep their OMR sheets on.
I think it is very necessary to bring this issue to the notice of The Hon’ble Chief Minister, HP, Hon’ble Chief Secretary, HP, Hon’ble Education Minister and other authorities. So, I have forwarded a copy of the complaint to all of them. Let us see whether the negligent people are punished or not.
